Update climate science to trunk@HEAD (9cb5d43bd2f1c5d380b5d46b1cd9c7b738462787)

CASA-CNP remains unchanged.

Initial differences in the climate were not indicative of something being "wrong" per se.

The immediate candidate issues that might be responsible for a major difference were:

Different (*10) thresholds to determine whether a region should be treated as sunlit (RAD_thresh) and vegetated (LAI_thresh).

Different parameter values for canopy(PFT) reflectance and transmitance (refl,taul).

However, reverting these issues does NOT return the same climate. This much is not entirely correct. We don't actually know what the differences (if any) are in the "climate" i.e. averaged in ~30 year windows. More correctly we should say that the weather is different.

The mean average monthly Temp. can vary by 35 degrees in individual cells. A difference plot appearing perhaps dramatic. However, it has been shown dozens (even hundreds)of times that a trivial change, even one that analytically should not cause any change at all in the results, can affect such a dramatic change in "weather'.
