ADM3 includes 121 arrondissements. Other sources have said that ADM3 consists of 123 or 133 divisions. HDX (Source 1) has its data source as the Government of Senegal from 2009 and was updated in 2018. HDX notes recent changes to regions that had been created in 2011, but does not mention anything about the number of arrondissements changing.
