Add CTA (call to action) bar

Please add our call to action (CTA) bar to Storybook. This is currently implemented on https://humanatlas.io/ and it needs to be modified aesthetically to fit into our design system.

Current Implementation PR:

• Add dismissible CTA bar to current HRA Portal #759

Behavior

• The default text and link has been provided. This content may need quick edits when our team wants to feature something different in this space.
• There is no hover or pressed state in the secondary CTA button variant
  • This link will open in a new tab
• No modifications to the close icon button and it's regular states should show
