Update cosmetics: HRA Portal content page templates

Ready for dev: Update page template cosmetics

This cosmetic update somewhat aligns us with the design system. This page layout and the long card button title component will not be recommended for future versions. The goal is to eventually replace pages of this nature with a Help Center or App Information Center feature in later versions of the HRA project.

I specified three examples in my Figma canvas in the interest of time. Please do not hesitate to reach out if you have questions about how something should look and I can help right away.

I would recommend that this page: https://humanatlas.io/asctb-azimuth be retired as this is from 2022 and was a test case and essentially replaced at this point.
If not, then a HUGE disclaimer needs to accompany this page.

@emquardokus thank you for commenting on this! I completely agree! The approved navigation structure deprioritizes this page by removing it from the data menu, so this design update has already been handed off and it is on the development team's desk. handed off from design. See: #812 !
