define the minimum supported Python version as 3.6 #7007

We are no longer able to even partially test anything before Python 3.6. scriptcheck did not include it since May and we recently removed the legacy platforms from the docker builds. Although anything up to 3.8 is also EOL already we should still include it for now. If we remove support we should incrementally deprecate that.

Defining 3.6 as the minimum finally allows us to use f-string across all file. I have an initial PR for that ready.
