Description

Currently, It is hard to calculate remaining time and distance in parking scenario and the autoware_remaining_distance_time_calculator node don't need to calculate distance and time during parking:

Purpose

Eliminating time and distance calculation during parking.

Possible approaches

Stop calculating the remaining time and distance at the parking scenario as we discussed in Planning&Control WG Meeting 2024/09/26

Definition of done

Update node to stop calculation and send zero values during parking.
