NCBI changed URLs from ftp to https. Now it checks if the URL starts with either of those.

@DerrickWood @ch4rr0 @BenLangmead @martin-steinegger could this PR be merged into the main branch?
It seems to fix the problem reported in several issues...

(just to name a few, although there are many others with the same issue)
