Hotifx: Update TL as Default feature to further restrict it

Description

This prevents TL to be added in when it shouldn't be.
Updates this PR: #22974

Also adds DisableIntegrityMonitoring to the SImple (non config) parameter set. This was a bug.

@VeryEarly , the Static Analysis failures are wrong. There is a New-AzResourceGroup cmdlet it's just in the Az.Resources module.
