Si1145 Library for STM32 using HAL

Si1145 UV sensor library using HAL library I2C function solutions with preset config mode of RAM parameters and autonomous measurement mode.

Tested on Bluepill STM32F103 & STM32F446 Nucelo-64 Board with STM32CubeIDE and OSS stlink utility.
