TSC-224 Mainnet Bridge: Legal Disclaimer for "MNT bonus"

User Story:

As a user navigating to the Mainnet bridge UI, when i scroll down to the page footer

• I see the footer links
• and I also the legal disclaimer for the MNT bonus

Neither the MNT Bonus nor any information provided in connection therewith constitutes an offer or sale of securities in or into the United States, or to or for the account or benefit of U.S. persons, or in other excluded jurisdictions where it is unlawful to do so. 



By participating in the MNT Bonus, you hereby acknowledge that any MNT tokens you receive will be subject to transfer restrictions under applicable laws and expressly agree that you, at any time within one year from the receipt of MNT tokens, will not reoffer, resell or transfer any MNT tokens within the United States or to, or for the account or benefit of, any U.S. persons, except pursuant to an exemption from, or in a transaction not subject to, the registration requirements of the U.S. Securities Act of 1933, as amended.

Acceptance Criteria:

• The legal disclaimer should only be visible on the Mainnet bridge UI

I've just broken this PR @oanskyy, sorry! I've moved all of the apps over to a slim version of the footer.

Looking over the changes here though, it might be better to put the disclaimer inside a component then conditionally include it after <SlimFooter /> (which used to be <Footer ... />) in the layout - then the footer doesn't need to know which chain we're connected to.
