bazel build :urbit --compilation_mode=dbg works now, thanks for fixing this. @mopfel-winrux @pkova and @yosoyubik were running into this yesterday.

This PR fixes my mistake in #536. Thanks for @liam-fitzgerald for flagging that this broke debug builds.
