Build the HAFS-MOM6 application

Description

This PR will build the new HAFS-MOM6 application. The new application includes the following features:

Components:
FV3, CDEPS, MOM6, WW3, CMEPS

Roles of CDEPS datm:
The regional FV3 domain and MOM6 domain do not overlap completely. In the non-overlapped regions, CDEPS datm is used to provide atmospheric forcing to MOM6.

The regional FV3 and WW3 domains do not overlap completely, In the non-overlapped regions, CDEPS datm is used to provide wind forcing for WW3.

Coupling:
two-way coupling between FV3 and MOM6 in the overlapped regions between FV3 domain and MOM6 domain
one-way coupling between FV3 and WW3 in the overlapped regions between FV3 domain and WW3 domain
