Renames cti.cpp to mbr.cpp to better reflect its usage. cbr.cpp does not support ARM, so we disable cbr.cpp on ARM, and enable mbr.cpp always. Furthermore we implement mbr.cpp with dr_insert_mbr_instrumentation() which is cleaner.

Note that this is WIP because we prefer to use
dr_insert_mbr_instrumentation()which is currently NYI on ARM.
