common/q*: add Chinese translation

This PR includes the Chinese translations of all commands starting with the letter 'q' under the common directory. I plan to submit translations in alphabetical order in the future. The only concern is that I saw in the documentation that it is recommended not to submit translations for more than 10 commands at a time. However, I have noticed that some PRs have included many more, so I am not entirely sure about this.
