WH cosmos sdk fork should be upgraded from v45 to v47

SDK is out-of-date
we want to be on something supported

the Wormhole fork is pretty minimal; WH only added ~100 LoC to x/staking

do this on a branch of the fork, then figure out our forking / main'ce strategy
