Split contents of chains.yaml into chain/*.yaml files.
Add Make file with build that populates chains.yaml file to be embedded into binary.
Note : Had to leave an empty chains.yaml file in the repo to prevent lint error while building.
Testing (Completed):
Ran make build .
Use heighliner binary to create and push a docker image (gaiad) to ghcr.io/strangelove-ventures/heighliner.
