SOLVED with a workaround solution (uninstall VS 2017 15.5.2, install 15.4.5, then upgrade to 15.5.2) as discussed at: https://developercommunity.visualstudio.com/content/problem/169784/dep0001-unexpected-error-smartdeviceexception-clas-1.html This change is NOW TESTED on Windows Mobile ARM device, x64, and x86 builds. |

Windows target platform version updated by Visaul Studio 2017 15.5.2.
Also document additional Visual Studio components needed.
TESTED on x86 ("Win32") & x64 builds.
TODO: NOT TESTED on Windows 10 arm mobile device. If I would try to run on my arm mobile device I would get DEP0001: Unexpected Error: SmartDeviceException - Class not registered [0x80131500].
