This PR basically just copies over my version of the scenario from: https://github.com/cooljeanius/wesnoth_mods/blob/master/campaigns/Defense_of_Elensefar/01_Elensefar.cfg
I don't really like it when values get reused between difficulties, so I edited some of them to ensure that they always differ with each difficulty.

(basically just tweaks some values to create more variance between difficulties)

I don't understand the motivation - while each difficulty needs some changes, I don't see a reason to avoid reusing numbers in general.

Having more variance between difficulties gives players more of a motivation to try them all, or, if they only want to do a single playthru of whichever difficulty is best for them, it increases the chances that changing the difficulty will get them the results they want.
