To make it easier for users to add their own requirements file, I've switched packages from being installed by apt to them being installed by pip. Unfortunately, I don't think we can/should do the same with R packages as they often have library dependencies that come along with them to build on Linux.
In the long-run we should also probably make this container build and push to
ghcr.io
because it is a pretty big and time-consuming build to build the container in Dev Container.
