Summary of Changes

The a11ywatch GH action ceased producing meaningful results several months ago. The a11ywatch dev team suggested switching the API version to solve the problem.
This worked, but major updates to html_accessibility_check.yml, and the addition of a new python script to parse out the results and do the error handling
