Based on the "Work In Progress" specification activity as part of the NMOS Minimum Status Reporting activity.

This pull request:

  • Implements the BCP-008-01 datatypes
  • Implements the BCP-008-01 objects
    • Adds NcStatusMonitor
    • Updates NcReceiverMonitor
    • Removes NcReceiverMonitorProtected
  • Adds handlers to nmos_implementation.cpp for BCP-008-01 methods
    • Get lost packet count
    • Get late packet count
    • Reset packet counters
