This is an interestingly weird one because the spec states that the century should be calculated as `1900+100*hundred year + year` but then also states > For compatibility with old meters with a circular two digit date it is > recommended to consider in any master software the years “00” to “80” > as the years 2000 to 2080. The compatability is definitely needed as a number of the test files do not have the hundred year bits set correctly.

I noticed that the hundred year parameter wasn't being checked so I fixed it.
