Ignore old packages that are no longer on the devel branch. #1

Bloom searches for branches matching a pattern to pick packages to release so these old branches either need to be deleted or their contents ignored. (ros-infrastructure/bloom#737).

This will prevent the packages from being released when creating releases for rolling.

@ahcorde FYI I'm going to go ahead and merge this ahead of review to make a release myself and unblock Rolling. It's currently stuck because the release artifacts for noble are missing from the release 1.0.1-1 release.
