transmission_interface: support to PosVelJointInterface #468

I noticed transmission_interface does not support hardware_interface::PosVelJointInterface. I think the required changes would be:

Create an actuator interface
Create a requisite provider
Create a place for the interface in transmission_interface::JointInterfaces struct

Am I missing something?
