Start removing references to Selenium2Library #1896

This starts the process of deprecating and removing current references to Selenium2Library (#1826). As noted in the commit messages these changes

  • Moved the Versions and History sections to VERSIONS.rst
  • Moved instructions for installing legacy Selenium2Library over to VERSIONS.rst
  • Removed links to old SeleniumLibrary and Selenium2Library project while still linking under VERSIONS.rst
  • Updated selenium and Python versions which the current SeleniumLibrary works with
  • Removed mailing list from listed community channels
  • Removed Legacy links from README.rst

Also updates the setup.py which was stating the support for Python 3.6 and 3.7 where elsewhere we have been saying 3.8 or greater in recent releases.

Still to do but will come in another pull request is the updating on how to handle browser drivers which makes no mention of selenium manager and is a bit outdated.
