Modifie l'enregistrement des champs sérialisés pour stocker du JSON afin de rendre les tables Parlementaire et VariableGlobale moins dépendantes de PHP
Pour permettre la migration, les geters permettent l'accès aux données stockées dans les deux formats (php serialize et json)
