On a 64bit host, to create a 64bit package for WinPE:
iexpress.exe /N osd_inject_setupcomplete.SED
To create a 32bit package for WinPE
C:\Windows\SysWOW64\iexpress.exe /N osd_inject_setupcomplete.SED
