Netify

This pass "netifies" the graph. What this means is that every connection from an instance always connects to a "net" (a coreir.wire instance). This allows a possible verilog implementation where the verilog can have less wire declarations. This is also possibly useful for timing analysys, and is the structure for other serialization formats.
