As far as I can tell we already implicitely requires 6.1 as this this what CI files are saying.

That woudl roughly put us in line with https://scientific-python.org/specs/spec-0000/

We could likely also bump docutils to 0.19+.

I do not see an issue with bumping this version; like @Carreau points out, we currently test against >=6.1 anyway, which suggests we are not too bothered about or soft dropped 5.x

Maybe not this for a 0.15.x, but for a 0.16 we should get that in.
