  1. Revert "add sepolicy for system_suspend service" 

    This reverts commit e7b5d48.
Move the change to os.android.bsp.utils-bsp-apollo.

Test Done:
  suspend/resume working;
  aplogs not showing the avc: denied error logs
  for suspend service.
