In sepolicy 'enforcing' mode, the ownership changes for the files were not set appropriately and 'init' was not given the permissions to do the same. It's found SOC tempeature in WHL RVP could sharply rised from ~45C to 100C when GPU/CPU has higher running in high load. It results in thermal shutdown at last for example in boot-up or switching user account. This patch disables the thermal shutdown as a work around solution considering no hardware is available for thermal team to do fine thermal parameters tunning. Previously, the thermal shutdown was disabled as WA when it is found the SOC temperature increasing from 40C to 95C within 4~5s.
