Migrate EEA_EuropeanEnvironmentAgency from mrremind with new subtype: ghg intensity of electricity

I Introduce a new subtype to readEEA_EuropeanEnvironmentAgency that I use in mredgebuildings: GHG emission intensity of Electricity in EU MS. I therefor have to move the function to mrcommons. Related PR is this.
