WIP: Implement CSS OM API

Implementing the CSS OM and CSS Typed OM specs in the Node crate, to be exposed as the JS API.

Still kinda figuring out how best to do this. There is some weird Napi hackery to make sure memory is managed correctly. Maybe there is an easier way.

Link Height tasks by mentioning a task ID in the pull request title or commit messages, or description and comments with the keyword link (e.g. "Link T-123").

💡Tip: You can also use "Close T-X" to automatically close a task when the pull request is merged.
