The thin launcher looks up libraries relative to the executable path. On Linux and Mac, the executable path is resolved with
realpath, so that symlinked launchers will look for the libraries next to the actual binary. On Windows, this was not done, so symlinked launchers didn't work unless you symlinked the rest of the structure as well. Add path resolution for Windows too.
