After a bunch of troubleshooting and testing on a fork, I think these code changes should help.
Also, upon examination from the logs on the the previous run, it looks like the RELEASE_TOKEN secret is not being found, or is an empty string. @brandoncorbin Can you confirm it exists under Settings -> Security -> Secrets and Variables -> Actions?
