Remove backport action. Based on labels in this repo it has not been used often (but please correct me if labels have been deleted since then). It was also failing for ~1 year: https://github.com/nrfconnect/sdk-nrfxlib/actions/workflows/backport.yml?page=2
So I propose to delete whole action instead of updating it.
