nrf_wifi: Update RPU patch to offload_tx rev#51c21dca78b

UMAC: [SHEL-3051] : changes for offloading raw TX command in a standalone patch. LMAC: [SHEL-3052] : Offload raw tx mode support added. LMAC retains control info of raw info, wakeups peridically and schedules raw tx frame. Signed-off-by: Karun Kumar Eagalapati <[email protected]>
