  1. [nrf noup] Introduce API for IPv6 neighbor reachability confirmation 

    This commit introduces a way for MRP to report reachability for the
given neighbor device in order to save power consumption by avoiding
ICMPv6 ND probing as per the guidelines in RFC 4861 (section 7.3).
