ode-explorer pre-release, vol.3

This pre-release is the third try, after finding another bug in the setup.py dependencies.

Fixed setup.py issue

This pre-release attempts to fix the setup.py issue, which had missing dependencies because of a missing install_requires argument.

Initial pre-release

This is the first pre-release of ode-explorer, with a GitHub CI PyPI Publishing Workflow bootstrapped to it. It sets up the first full release later on.
