[Neo3-GUI 1.4.1] for Neo N3

Announcements

This is the release for Neo N3 mainnet. Compatbile with Neo N3: Neo CLI v3.1.0.
Fix OOM issues.

We will keep adding or updating features corresponding to neo3 development as well as improving the user experience for Neo3-GUI.
