Update privacy policy for switching to Weblate (#424)

Additionally explain that the default is to use your public username
(which is privately-identifiable information) for submitting your
translations to our publicly accessible Git repositories, since
this behavior depends on the settings for our Weblate instance and thus
this is not specified in the generic Weblate page for legal terms.
