FF134 Intl.Duration in Nightly only - expr/relnote

FF134 only supports Intl.DurationFormat in Nightly, as per https://bugzilla.mozilla.org/show_bug.cgi?id=1648139#c19.

This corrects my earlier PR #36959. Note that was impossible (for me) to tell it was supported only in nightly as there is no preference or other indication.
