Support customLogGroups param to exceed 4096 chars

• merge dev work on tests (add unit and e2e tests #36) to this new version
  • move helper functions under handler/handler.go per lambda in order to create tests for them
  • add unit and e2e tests

• support getting custom log groups from secret (to allow exceeding AWS 4096 chars limit on param values, following ICR-322)
  • remove duplicate rules from sam-template
  • add secret changed event in sam-template
  • add new parameter useCustomLogGroupsFromSecret
  • move functions that manages subscription filters and log groups under common/subscription_filters_management.go in order to access them from both CFN and EventBridge functions
  • add handling of secret changed event in EventBridge function
• add extra validations on extracting the log group name from the eventBridge event following ICR-324
• update readme
