Welcome to the pkg-ledgersmb wiki!
Historically (going back to the original packaging for LedgerSMB 1.2) only the debian/ directory for the packaging has been maintained in an SCM (Source Code Management) repository, which was originally an SVN repository and is now a GIT repository. Building a package can be done by overlaying the debian/ directory over the contents of the correct version of the LedgerSMB distribution archive.
