WatchListLatencyPrometheus measurement gathers 50th, 90th and 99th duration quantiles for watch list requests broken down by group, resource, scope.

This PR adds WatchListLatencyPrometheus measurement to watchlist job type.
The new measurement gathers 50th, 90th and 99th duration
quantiles for watch list requests broken down by group, resource, scope.
