If S3_ACCESS_KEY_ID and/or S3_SECRET_ACCESS_KEY are not given by the user, kops will try to read the provider's credentials and use those instead.
For now I'm still using environment variables but as soon as #14642 gets merged, we could rework this part in order to get the credentials from the config file instead.
I tried writing the new function in a way that other providers could add their code later if they want to use this feature.
