Add Rust Analyzer configuration

Add Rust Analyzer configuration via a VS Code settings file. Use [neoconf.nvim](https://github.com/folke/neoconf.nvim)
to use with neovim. Couldn't get this to work via a .neoconf.json file
for some reason.
