Fix layout of Cabo Verde

As referenced here, the flag for Cabo Verde/Cape Verde had incorrectly positioned elements. I’ve gone back to the source to follow something closer to the original:

• Elements are positioned vertically as per the original aspect ratio
• The ring of stars is now positioned horizontally proportionally according to the original flag (which has twice as much space on the right of the ring as on the left)
