This is part of etcd changes mentioned in #75

  • Install etcd proxy daemonset when using embeded etcd.
  • Copy proxy and etcd internal packages from capi, implement etcd connect logic.
  • Copy and fix etcd operations method from capi
  • integrate with rolllout upgrade

TODO in following pr:

  • integrate with other component ( healthcheck, remediation, etc.)
  • use clusterCacheTracker
