Until oe-commit 'init-manager: define dev_manager for all init managers' [1] we were only ever using udev due to including packagegroup-core-boot. Instead we should be adding the appropriate initd scripts depending on which dev_manager is selected. 1. https://git.openembedded.org/openembedded-core/commit/?id=89e2652ac83f2602d6dd60623a225b88dc67d288
Follow the example set by Gentoo and Alpine and register mdev as the hotplug agent in the beginning and then scan once.
